[Deskbar] get_actions_for_uri on .desktop file

Hi,

Genrally loving the new actions system. While helping out on the tracker handler I encountered wierd behavior on ActionsFactory.get_actions_for_uri on .desktop files - it just returns the normal file actions.

I don't know if there are other valid options on a .desktop file other than running the app. Maybe edit it with a .desktop editor - I don't know if this is possible though...
