[Deskbar] Applet loading failed

Hi,

I hope I am writing to the right list, if not, I apologize in advance.

I have Fedora core 6 with all updates,
gnome that came with it version 2.16.1.
when I login from the console, I can load any applets I want.
when I log in from a vnc server, some of the applets work and some do not.

when they are not I get an error message saying:
the panel encoutered problem while loading
OAFIID:GNOME_WorkspaceSwitcherApplet".
do you want to delete the applet from your configuration?

in the vnc log file I can see the entry
** (gnome-panel:26465): WARNING **: panel-applet-frame.c:1287: failed to 
load applet OAFIID:GNOME_WorkspaceSwitcherApplet:Failed to resolve, or 
extend 
'!prefs_key=/apps/panel/applets/applet_1/prefs;background=none:;orient=up;size=x-small;locked_down=false

ideas anyone?
