[Deskbar] Deskbar-Applet 2.21.3 released

This release adds a new action that allows you to open evolution
contacts for editing.
In addition, user's module dir is searched for icons, too.
Therefore, 3rd-party modules can put their icons in the user's
module dir, as well.
