But it appears to be local, not general. Yeah - this could be caused by some crack proxy that strips out the 'Host' header or something similar. It seems that www.banshee- project.org and www.beagle-project.org are hosted on the same machine (64.14.94.162) and just going to that IP address (http://64.14.94.162) takes me to the bansee site. So, without the 'Host' header the web server doesn't know which site you want and just gives you the banshee page. Of course, I don't know why there would be a proxy that strips out that header, but that is what makes it a crack proxy.
