geosites update

Hi all,

The linked patch finally does something useful with all the stuff I've
posted recently related to the GeoSites backend: it now displays
location matches (based heavily on Edd's code).

To summarise, these can be generated from area codes, post codes, place
names, lat/long clues. For example, you get an email from someone with a
phone number in it: dashboard pops up a "local information" panel, as in
the screenshot:

The patch is pretty big because of the areacode / postcode data. It can

My plans are:

- to improve the weather display with some icons
- more [diverse] links: suggestions welcome
- other suggestions welcome
