That is because it is part of the 2.4 based branch.

the branch name is jeroen-gtk-2-4 i believe.

You can check that out and get working panelapplet bindings, and a
working example. Note that currently the example isnt being built or
installed by default, and will require some manual touching to get to
show up properly.
