since the backends instantiate the TextReaders which get passed
to the indexer this is partly so that the backends determine
what the encoding is and the indexer doesn't care. although
this is fully coded. the words in the basis manager (will) get
translated into utf-8. which, btw, is the default encoding for
readers in mono.
