issue: character encoding

Should Dashboard use UTF-8 throughout as internal character encoding?

I think so.  I encountered oddness today when I came across an RSS feed
in UTF-8 and the gtkhml rendition looked like it was expecting Latin 1
-- lots of extra googly characters, etc.
