content: update FAQ and develop/ page.
- Update a few FAQ answers, and fix a dead link by using the Web archive
version.
- Move duplicate contents on the "I'm not a developer. Can I still help you
somehow?" answer by redirecting to the "Get Involved" page.
- In said "Get Involved" page, add a link for translators and add a point about
helping "new GIMP users in online forums".
