    lib/SmartIrc4net: update to latest version for starksoftproxy clone fix
    
    GitHub killed the git protocol, so cloning smuxi recursively failed as the
    starksoftproxy submodule used by SmartIrc4net referenced git://
    
    The updated version uses the same protocol as a relative URL which should be
    more reliable in general.
