Install systemd unit
This unit is referenced by
/usr/lib/systemd/user/gnome-session@gnome-initial-setup.target.d/session.conf,
which has:
Requires=gnome-initial-setup.service
However, it was not previously installed. Instead I believe that Initial
Setup has been launched by gnome-session the old-fashioned way, since
gnome-initial-setup.session has 'gnome-initial-setup' in its
RequiredComponents.
