    README: update signature and remove one file.
    
    No need to sign with the name of a single maintainer who has not been
    around for more than 10 years. Just sign "GIMP team".
    
    Also remove install.exclude which was apparently for rsync. But we don't
    need rsync to install anymore (or at least we don't manage this directly
    so this file is unused).
