[gimp-web] Update GIMP 2.10.24 news.

    Update GIMP 2.10.24 news.
    
    Bump the date to today. Even though the news was released on gimp.org by
    mistake yesterday evening (for an hour or so, it would seem), the actual
    release date is today.
    
    Also add babl and GEGL release news, and put a bit of a flashlight on
    the new negative darkroom operation with the screenshot which was
    release on social networks already.
