    tools: add 2 mirrors to download rotation.
    
    After contacting mirrors which we listed and didn't actually have rsync
    credentials, 2 of them made the request and were added to rotation:
    
    * University of Maryland, College Park:
      https://gitlab.gnome.org/Infrastructure/Infrastructure/-/issues/617
    * CSC - IT Center for Science / FUNET:
      https://gitlab.gnome.org/Infrastructure/Infrastructure/-/issues/618
    
    The file is updated with the update-mirrors.py tool so that he reflects
    exactly the configuration of download.gimp.org web redirection.
