[gnome-initial-setup] summary: Fall back to plain "GNOME"

    summary: Fall back to plain "GNOME"
    
    GNOME releases are now of the form "GNOME 42", not "GNOME 3.x", so
    "GNOME 3" is not a useful concept. Just use plain "GNOME" for this
    fallback, as in gnome-control-center.
