css: Treat informal tables like tables
gtk-doc uses informaltable elements for formatting
the function listings in reference pages, while
pandoc-generated docbook uses informaltable elements
for regular tables. Thankfully, they end up with
different border attributes in the html, so we can
use that to style them differently.
