    data: Delete tools used to generate locations file
    
    We're deleting those tools because:
    - the database is complete enough that any changes is likely to
      undo manual fixes that have happened over the years
    - some of the tools used input which doesn't exist anymore
    - the tools haven't been updated for new versions of Python or Perl
