util: Blacklist NOTIFY_SOCKET
The NOTIFY_SOCKET environment variable was leaking into systemd
managed GNOME sessions and breaking things like OCI container runtimes
(eg., runc and crun) [1]. This variable is absent in non-systemd
managed sessions.
