[geary/mjog/json-manifest-compat] Add a compatibility JSON-based flatpak manifest

commit f7f72143e0f00ca5e0e6a798691805c53976ae31
Author: Michael Gratton <mike vee net>
Date: Fri Oct 25 11:48:09 2019 +1100

Add a compatibility JSON-based flatpak manifest

GNOME Builder doesn't support YAML manifests, so generate one and
    commit it.

Revert this once GNOME/gnome-builder#520 is fixed and deployed.
