    swipeTracker: Introduce swipe tracker
    
    Add a unified swipe tracker supporting dragging, four-finger swipe on both
    touchscreen and touchpad, and touchpad scrolling.
    
    The shared logic is largely same as the one in WebKit and libhandy.
