    eos-updater: Add D-Bus interface description for eos-updater service
    
    This will be used in following commits to implement an update plugin
    using Endless OS’ eos-updater service.
    
    This commit is separate to make it a bit clearer that
    com.endlessm.Updater.xml is copied verbatim from its upstream source at
    https://github.com/endlessm/eos-updater/blob/master/eos-updater/com.endlessm.Updater.xml,
    and should not be modified downstream without submitting those changes
    upstream also.
    
    Following commits will add the rest of the plugin.
