[nautilus/gnome-3-28] tag-manager: Use a more suitable name for starred tag

    tag-manager: Use a more suitable name for starred tag
    
    Since gtk file chooser will use it too and other file managers could
    make use of it, better to avoid using Nautilus as part of the name.
