[glib] Do not use g_test_incomplete() for missing locales

    Do not use g_test_incomplete() for missing locales
    
    The "incomplete" test state matches the "expected to fail" state (or
    "TODO", in TAP), but missing locales should just cause tests to be
    skipped.
