[dconf: 12/21] build: Fix pkg-config exec_prefix variable

    build: Fix pkg-config exec_prefix variable
    
    The `exec_prefix` variable in the pkg-config file should point to
    `prefix` but it is pointing to `libexecdir`.
    
    This has been updated to point to `${prefix}`.
