[libxml2] Add Makefile rules to rebuild HTML man pages

    Add Makefile rules to rebuild HTML man pages
    
    This should make sure that the online version of the man pages for
    xmllint and xmlcatalog stay up to date. Also rebuild both HTML
    documents.
