    DOCS: update the cppreference tagfile to the archive version from 20151129
    
    The tag file can be regenerated as follows:
    - Fetch the latest cppreference archive from one of:
      http://en.cppreference.com/w/Cppreference:Archives
      http://upload.cppreference.com/w/Special:ListFiles
    - Extract it and run:
      python index2doxygen-tag.py web ./index-functions-cpp.xml tagfile-cppreference.xml
