    Add config file for uncrustify
    
    If you make a symlink from ./uncrustify.cfg to ~/uncrustify.cfg,
    uncrustify will find it and use it. The man page says it should be
    ~/.uncrustify.cfg, but, while that would be better, it's not currently
    true.
