[recipes] Add recipes.db.h and chefs.db.h to git

    Add recipes.db.h and chefs.db.h to git
    
    These are generated from recipes.db and chfs.db, so adding them
    to git is a bit bad, but otherwise it is hard to generate the
    recipes.pot files from a pristine git checkout, and our translators
    depend on that.
