    dev-manual: Fixed broken links to "build-system-term" term
    
    Fixes [YOCTO #11630]
    
    Moving the "Yocto Project Terms" section from the dev-manual to
    the ref-manual broke a single link to the "build-system-term"
    id.  I fixed it.
