    locations: Remove Izhevsk airport
    
    Neither USII, nor the USPI code mentioned on:
    https://en.wikipedia.org/wiki/List_of_airports_by_ICAO_code:_U#U_.E2.80.93_Russia_.28Russian_Federation.29
    are listed in the METAR database, so remove the airport.
