[network-manager-openvpn] build: use m4/compiler_options.m4 from NetworkManager

    build: use m4/compiler_options.m4 from NetworkManager
    
    Copy over the m4 macro from NetworkManager repository, it shall replace
    m4/compiler_warnings.m4.
