Builder: fix SSL cert access
We handle SSL_CERT_FILE inside of Builder, and SSL_CERT_DIR seems to be
fine with the env var like it is now. We also need /etc/pki for those
systems (Fedora).
Ideally this will all be solved somewhere else in the future.
