[gnome-builder] autotools: fix ctags building

    autotools: fix ctags building
    
    When moving to subprocess launcher, we managed to miss the target name
    we want to execute. In the common case, this was "ctags". So we were
    executing "gmake" instead of "gmake ctags". Quite annoying, glad to have
    tracked this one down!
