[gobject-introspection] Use PKG_CONFIG when running g-ir-scanner

    Use PKG_CONFIG when running g-ir-scanner
    
    While cross-compiling, "$PKG_CONFIG" is not "pkg-config", so do not
    assume it when calling g-ir-scanner to build up the base gir files.
