Revert "Revert "manifest: Tag geoclue""
Unfortunately it's still broken with
388e075a52dc1486d453c4016da5ad45f64293ad
Because the enum code doesn't handle srcdir != builddir
from git. Take a look at what gnome-shell does for this.
This reverts commit 6e50d6c69fee6eb6764e96ffac6be9caf97556ef.
