libidle-monitor: implement idle monitor
At this point idle monitor should work. This will fix invisible
cursor bug in GNOME Flashback session.
Some extra work still needed... For example destroying
MetaIdleMonitorDBus object should unexport all exported objects.
This is needed to properly handle idle-monitor enabling/disabling
without restarting program.
