Fix intermittant logging failure on non-journald systems
The gdm_server_setup_journal_fds function returns a random
value if ENABLE_SYSTEMD_JOURNAL isn't defined.
This commit makes sure it returns FALSE in that case, so
log file fallbacks work reliably.
