[gnome-desktop-testing] build: remove gobject-introspection requirement

    build: remove gobject-introspection requirement
    
    configure.ac was requiring gobject-introspection to be present despite the test
    runner being ported to C in commit 3dc160.  Delete the spurious check and
    redundant Makefile.
