triggers/dconf: Avoid erroring out if /etc/dconf/db doesn't exist
As of
https://git.gnome.org/browse/dconf/commit/?id=c211fc46496597c7ddabd73d623bae4037754916
dconf will error out if we don't yet have anything in /etc/dconf/db,
so don't run the trigger in that case.
