    help: review user help, bug 711505
    
    Add index.page - Index
    Add the legal.xml file - CC-by-SA 3.0 Unported license
    Add the guide page to view photos
    ->Sub pages
        - view photos from an album
        - view favourites.
    
    Also add changes after Kat's review, so link the view-favorites page to
    the favorites page.
