ESpellChecker: Track active languages with a hash table.
Use an internal GHashTable as a set to track active dictionaries.
Also replace:
e_spell_checker_get_active_dictionaries()
e_spell_checker_set_active_dictionaries()
with:
e_spell_checker_get_language_active()
e_spell_checker_set_language_active()
