[gnome-maps/wip/routing: 50/59] Add EPAF decoder

commit 35fd62db447611767adda8362e9a1685d4f52819
Author: Mattias Bengtsson <mattias jc bengtsson gmail com>

    Add EPAF decoder

Add a decoder for Encoded Polyline Algorithm Format (EPAF).

EPAF is a Google format for space efficient serialization of
coordinate series. Both OSRM and GraphHopper uses it for encoding
    their routes.
