    Fix "command not found" configure script messages
    
    checking for xmllint... xmllint
    ./configure: line 2318: 20708: command not found
    checking for xsltproc... xsltproc
    ./configure: line 2362: 10126: command not found
    
    Fixes the version checks for the xmllint and xsltproc commands.
