[glib/wip/pcre-update: 13/17] regex: Add NOTEMPTY_ATSTART match option

commit 6ccdc3379d6ea89abcfd3fd0966f447a7aa09823
Author: Christian Persch <chpe gnome org>
Date: Thu Jun 7 23:24:07 2012 +0200

    regex: Add NOTEMPTY_ATSTART match option

Since PCRE 8.00 it supports a variant of PCRE_NOTEMPTY that works
similarly except that it only applies to the start of the matched string
but permits empty matches further in.
