[nautilus] floating-bar: copy code from Epiphany to hide the floating bar on hover

commit e239f2a150f34b7f7b4730772fae5a372a7924d1
Author: Cosimo Cecchi <cosimoc gnome org>

floating-bar: copy code from Epiphany to hide the floating bar on hover

This doesn't currently work perfectly if the overlay child is a
GtkTreeView - more investigation is needed.
In the meanwhile, it's still better than not hiding the bar ever,
    so here it is.
