Create new Vala projects with gtk+-3.0
New Vala projects were created by default with "gtk+-2.0 >= 2.16" in
their PKG_CHECK_MODULES call, while the other languages had already
moved to GTK 3. Specifically, this broke the Vala Guitar Tuner developer
demo.
