[gtk+] switch: fix boundaries for the switch motion

    switch: fix boundaries for the switch motion
    
    We were ignoring the focus ring padding, and we were incorrectly setting
    handle_x to padding.left, while the draw handler already takes padding
    into account while redrawing.
