[cogl/msvc-support] Fix EOL for VS Support

    Fix EOL for VS Support
    
    -The Solution files and README.txt files are set as Windows CRLF EOL.  This
     is necessary so that these files work as expected on Windows
    -The non-template projects (those with *.vcxproj, *.vcxproj.filters and
     *.vcproj) will also have Windows CRLF line endings
