    libtracker-miner: Add TrackerTaskPool
    
    This is a simple task pool implementation, where an external
    entity has to do task pushing/popping.
    
    Eventually, the TrackerProcessingPool object will be split
    into two of these objects, one for the wait queue, and
    another for the ready/processing queues.
