[cogl] Update Visual C++ property sheets

    Update Visual C++ property sheets
    
    Use a pre-generated .bat to create the cogl-enum-types.[ch] files.
    
    This will greatly simplify the maintenance process of the property sheets
    when public headers are added/removed.
